Nice cover.
"Stolen" does not imply "inept". Quite the opposite.
They could have said "mislaid", "misplaced", "mishandled", or "lost", all of which could imply inept.
"Stolen" -- especially "stolen by corrupt cops" -- means intentional and selfish, if not malicious.
