CPD officer's tactical awareness equalled zero, so fall back on 'procedures and protocol'; i.e. kill 'em all, let God sort 'em out.

On the other hand, it was a cop what shot the innocent bystander, so it MUST HAVE BEEN the right thing to do. I mean, you know, nobody's really innocent is he?
