This is a job for "law enforcement"!
And, of course, if he didn't obey, "established department protocols" along with the requisite thunderbolts would come into play.

Out here in the West, we often get a cloud that forms when stable, moist air is lifted by blowing over a mountain, or a range. It's called a lenticular, or lens cloud for its shape, and it will stand still over the mountain while the wind blows through it, condensing moisture on the leading edge, and evaporating it on the trailing edge. These clouds often take the stereotypical shape of the dreaded Flying Saucer, and have prompted many UFO calls over the years. No one gets arrested, because you can't arrest and charge the weather, I guess.
Seems to me that lights on a kite would be pretty darn cool to watch, especially if you rigged them on one of those stunt kites. And it's totally harmless. But "disorderly conduct"? "Public nuisance"? Come on! The most he's guilty of is being in the park after hours, if that. Since there's no law against lights on a kite, these Keystone Kops had to make up bogus charges.
BTW, "Grounding You Enough"? You get a *ahem* "charge" out of that headline, David?
