Thing is, this doesn't really strike me as a debate so much as the candidates stating their positions. So that makes me wonder if one really said "the Second Amendment...gives the right to every citizen to keep and bear arms," or if that was just the "Authorized Journalist" adding his own bit of presumption.

Scott told the audience of several hundred people that it is a personal decision and to carry openly comes with a high personal responsibility — that even though it is a constitutional right, they must understand that it does make others uncomfortable.
Correct me if I'm wrong. I can't remember seeing the "right to be comfortable" in the Constitution.
That's one of the new "rights" that Roberts is about to discover next term.
