Maybe, maybe not. It depends on the specific circumstances, but it happens all the time. At least he or she would have a chance, while both the defense-disparaging Dans would be relegated to popping their Rapexes in impotent terror, utterly useless to themselves and to all others except the killer.

What does the "license" or the carry method have to do with it?
I carry both ways, and have never had any kind of "permit" or "license."
Stopping aggression does not require either a license or concealment, only the gear, guts and training to make it happen.
