A law that exists in law books doesn't automatically have actual force of law, and such laws that conflict with more fundamental laws are entirely void of legal existence.
See Norton vs Shelby County and the opinion in Marbury vs Madison. A law that conflicts with the Constitution is not and was never a valid law in the first place.
