STOP right there! What are "permitted gun owners" -- that right there converts a natural right into a privilege.
What's next - a civics test before allowing someone to register to vote and payment of a poll tax? Both are similar to the current license to carry firearms schemes in several states, and both have been found to violations of civil rights.
