Bad idea. The problems that this change will create will actually worsen things on the ground.
Anti sees someone OC. They do what they do; call the cops. minutes, maybe an hour later cops show up and find the OC, minding their own business so cops will do what they do: Detain the OC.
or cops are just rolling down the road, spot an OC - swing a u-turn, hit the lights and do a felony stop on the armed OC because they --might-- not have a license.
etc.
Floridians and Texans, why are you still beging permission?
