Generating anti-gun rights propaganda does not constitute "studying".
I guess it evaded all these dits’ notice that in 2013, the Obama administration tasked the CDC with a study on gun violence, and no law was broken. And the CDC came back with a report saying that gun control made absolutely no contribution to reduce violence, and the report never saw the light of publicity again. (But it’s on the web.)
