If that doesn't work, wait for the lawsuit.
When it's all said and done, I'd like to see what it cost the tax cows to enjoy the pleasures of his company.

IIRC, it was another department that asked for the blood, the fired detective and his double demoted supervisor were just doing the other department's dirty work for them.
The truck driver was also a reserve officer from Idaho, laying comatose in the burn unit after a high speed chase crossed into oncoming traffic and hit him. He was NOT a suspect. He later died from his injuries.
Theory 1: They wanted tox screens on all commercial drivers involved in crashes, and thought the law gave them the power to just take them.
Theory 2: They were on an unwarranted fishing expedition to find a way to blame the victim in case he survived and sued for his devastating injuries.
Obvious truth: if any non-government employees cost their employer 1/4 million plus attorney fees by committing criminal acts on the job, they'd get fired, plain and simple. And that should be the city's answer to their appeals filed against their firing/demotion. (the city and university are each paying $250k, one for assaulting and kidnapping her, the other for failing to protect her and to maintain a safe work environment)
Obvious truth 2: if Theory 2 above applies, neither the two appealing their punishment nor anybody else at either department who was in on the scheme should ever be allowed to wear a badge again.
The reason why things like that happen is that the officials in question have no "skin in the game". Nothing will happen to them personally if they violate the law, or the rights of individuals.
Only when their bank account, house, boat, camper, etc. are on the line will things like that change. Qualified immunity needs to be struck down.
