Originally only landowners were allowed to vote; the theory being that only people with "skin in the game" should be allowed to decide the rules of the game.

I believe it's time to revive that notion. If you're on welfare and a net recipient of government aid, then you do not get a a vote on how much more you want to suckle from the government's teat.

But that's just me.

I agree, anonymous and I would go one step further and add any government employee at any level, city, county, State and federal you do not get to vote.
