I'm proposing that we campaign to reduce gun violence, and to meet our constitutional duty, by requiring that every member of the militia — which, of course, we'll redefine to eliminate the obvious sexism and make it all adults — must own at least one long gun, one handgun, and 1,000 rounds of ammunition for each, or pay an annual $1,000 tax for failing to do so. [More]Well, the Founders did put in a militia duty exemption for those "conscientiously scrupulous of bearing arms"...
I do have to wrestle with the coercive nature of that and wonder if things couldn't be worked out more along the lines of if you don't help, you don't get helped.

Great idea!
1) May I suggest that rather than fining those scrupulous of bearing arms, those who do participate receive consideration like a tax deduction.
2) From times before the Magna Carta one of the appurtenances to the office of County Sheriff has been Fyrd Thegn, i.e.to lead the Yeomanry at Arms. The Shire Reeve would be the person to offer or approve training and verify participation.
3) The Americans with Disabilities Act makes any discrimination based on age, physical ability, etc. illegal so participation can not be denied to the old or disabled.
4) 2A is about more than having and using guns. It recognizes that the security of a free state* requires that the People be able and willing to participate in the maintenance of Liberty.
*Is free state a double entendre? Both apply.
