On old story goes something like this:
A man leaves the plant pushing an empty wheelbarrow, The guard at the gate senses something is not right and searches the man and the wheelbarrow thoroughly. After finding nothing, he clears the man to push the wheelbarrow through the gate.
This goes on day after day until one day, his last day at the plant, the man walks up to the gate without the customary wheelbarrow. The guard says "I know you've been stealing something all these years, i just can't figure out what." The new retiree says with a smile "Wheelbarrows."
The paper ballots and all the effort made to give the appearance that something fraudulent was going on with the mailing, collection and counting of same may well be a classic misdirection play.
Who is looking at the scanning and tabulation software and procedures?
We've already seen stories of people "miraculously" finding missing flash drives loaded with votes. Those would likely not be admissible in court due to chain of custody issues. Why are they admissible in a Presidential election?
A CEO walks up to his CFO and asks him "How much is two plus two?"
The CFO looks mildly annoyed and responds "Two plus two is four. Why do you ask?" The CEO says "So you're sure the answer is always four?" The CFO says "Yes of course! Two plus two is four! It has always been four! It will always be four! Now what is this all about?" The CEO responds. "No special reason. I was just curious."
The CEO walks on down the hall until he finds his CIO and proceeds to ask him the same question. The CIO gets a serious look on his face and says "Two plus two, huh? Now that's a very interesting question. Let's step into my office where we can discuss this properly."
He leads his visitor into his office where they take seats. The CIO then says "OK, so, two plus two. How much did you want it to be?"
And on that topic, i.e. the power of the people who count the votes, or in this case build the systems, machines and software, that do the actual counting, Josef Stalin probably didn't say this:
"It is enough that the people know there was an election. The people who cast the votes decide nothing. The people who count the votes decide everything."
But he more than likely said this:
Я считаю, что совершенно неважно, кто и как будет в партии голосовать; но вот что чрезвычайно важно, это кто и как будет считать голоса."
Which translates to:
"I regard it as completely unimportant who in the party will vote and how, but it is extremely important who will count the votes and how."
