Wait a sec... earlier in the story, twice actually, they said the object was to get them out of the home...

"Some people don’t know how to get rid of a weapon and were appreciative that this was a way to do it safely."

I wonder how many people they tempted into bringing in their guns knew how to clear them...

I guess "reporter" Jean Yamamura doesn't know how to ask questions and access authoritative points of view:

Evidence: Gun buybacks are ineffective as generally implemented. 1. The buybacks are too small to have an impact. 2. The guns turned in are at low risk of ever being used in a crime. 3. Replacement guns are easily acquired. Unless these three points are overcome, a gun buyback cannot be effective.

Ah, well. Maybe a gangbanger managed to get the "Only Ones" to dispose of a murder weapon for him and get paid for it.
