The new BATFE ruling...equates many basic gunsmithing functions with manufacturing, and would seem to force many current Type 01-Gunsmith FFL holders into re-upping ASAP as Type07 FFL manufacturers, or face being in violation of a shipload of regulations. So, without futher racket, here is the text of the letter I sent to ATF, looking for clarification.Sean Galt weighs in on the latest BATFU power grab. This problem is not just limited to ATF. Its a huge problem with all federal agencies, every stinking one of them. The parasites in government have lost their understanding to serve the citizens and now are serving themselves growing their agency.
This crap of growing an agency by X percent every year has got to stop. In fact for the next twenty years every government agency at the federal level should be forced to reduce itself by 3 percent and the hell with inflation.

I bought a friend's daddy's State Patrol issue J-Frame from him when he was broke on the condition that he had first dibs on buying it if I ever decided to sell it, unlikely as that may be with the work I've put into it. It's acquired quite a bit of a tuneup and upgraded parts over the years and, according to these rulings, if I sold it back to him or anyone else, I'm a manufacturer for fixing up an old abused gun.
This has got to be stopped. They're trying to make felons of every lawful gun owner in America. Death of a thousand cuts.

Was thinking about it, and I think a lot of people maybe haven't read this about what to do if the BATmen come to your door. It's worth taking the time to read if you haven't previously. Your freedom might depend on thinking these things through ahead of time.
Even though I hold a type 07 license, this pisses me off to no end. I have used Galt’s analogy (car painting/repair) for years now. I may refinish, repair, or Duracoat, but I have yet to actually manufacture a firearm! The list of what constitutes manufacturing in their eyes is ridiculous. Every type 01 FFL should be concerned by this. Hell, every gun owner should be concerned by this. This is just another way to set up gun shops for violations and regular joe’s as “evil illegal manufacturers”.

rather the person who is altering the firearms is purchasing them, making the

sale or distribution of the firearms."
Sometimes I am amazed at how I don't always see things rightly at first glance. The above contains this, "the work is not being performed at the request of customers", which seems to allow for a gunsmith to perform these tasks without the manufactoring license.
As I said, I don't always understand things, especially when it entails things I don't have any experience or knowledge about.
Years ago, during the Clinton administration I warned that the government having gone about as far as it could get away with as regards the hardware, the next step was to disqualify as many people as possible from owning the hardware still available.
Uh huh! You guessed it. I was paranoid, a purist who couldn't deal in reality, a utopian who saw a conspiracy everywhere. Some of our most pragmatic gunbloggers assured me I was apeshit nuts.

Once again I think if there is not difference (in the "legal" consequences) between really manufacturing fully auto firearms and just fixing an old 1911, then why not just go for it and prepare for the coming battle? Unintended consequences.
