Their Intent

That's not their intent, Mr. Hart.

But they're perfectly happy to have people think that it is. It keeps the whole misdirected dialog based on their terms, and the whole rigged game based on their rules.

They'll know who, what and where. They'll only need to decide when. We've already seen HOW many times.
So requiring a permit just to apply to buy a gun just doesn't do it for them.
And the revolution began in New York State...

I assume that New York state intends to build a wall on its border and let people pass only through checkpoints after a full body search. Only way to ensure compliance and keep those ungreatful lawbreakers from bootlegging ammo by the ton from evil neighboring states with less sensible laws on ammunition sales.

And that giant sucking sound you're hearing in stereo is everyone who can leaving both New York and California as quickly as possible. And they'd better be quick about it. Next logical step for the authorities would be to forbid relocation, enforced with some simple tracking scheme such as say tattooing a number on resident's arms perhaps.
