I don't think it is arguable that that the cops weren't in accord with department policy and protocols. They most definitely were. As we have seen time and again all over this nation.
Perhaps citizens need to develop some policies and protocols when dealing with police and their administrators. Some very severe policies and protocols.
If I recall everything the Nazis did was within policy and protocol, same with Mao, Stalin,et.al. In the Nazis case there were some very severe policies and protocols initiated among the intended victim pool to deal with it. In none of the other cases has atrocity been stopped. It is time to learn the lessons of history and stop atrocities here committed under policy and protocol.
