That's some catch, that Catch-22.

Want a gun, need a license. Need a license, need training. Need training? Go outside the city. Now, from talking to New Yorkers I know that people who live in big cities generally DON'T OWN CARS. This is prior restraint, undue hardship and simple harassment OF PEOPLE ENDEAVORING TO LIVE WITHIN THE LAW.
Not to mention that live-fire training is something that MINIMIZES "stray bullets" the judge cites as one of her concerns.
Very counterproductive. Why try so hard to be a law-abiding citizen.
