There is a problem with the link, it looks like you merged two different URLs together. That said, I was able to extract the URL from the original KCRA story and it's just as bad as you said, comments and all.
I rad this yesterday. This is the result of what is happening today: Schools cannot discipline a child for fear of being sued by the parents. This places the school in the position of having to have a cop in every school to handle discipline problems.
This is the result of that- asking a cop to handle a child, and expecting that he act like a teacher is like asking the military to act like cops (read combatants their rights, etc) and expect them to not kill people and blow stuff up.
You can't use a hammer like a screwdriver.
