If I read this right, they didn't respond to the original call at all. She was discovered by her neighbors who hadn't heard from her in two days.

To be fair, the tax addicts did show up, after a "reasonable waiting period", that first day. Although since the house was quiet she was most likely already dead even then. Your safety is YOUR responsibility.

When you need help now, the police are only minutes away. Let's do the math. At 1440 minutes per day, times 2 days, that is only 2880 minutes!

Instead of, or in addition to a cell phone to summon others to help her later, she really needed hardware of a different type to help herself immediately, with the police to generate the obligatory report once they arrived. Nothing like a very loud bang or three to irritate the neighbors, prompting them to call the police to stop the loud banging noises.
