Pols and police have a 3-step program for dealing with gangs.
1) Deny gangs exist in their jurisdiction.
2) Propose stupid alternatives to gangs. (i.e. Midnight Basketball ala Bubba Clinton)
3) Containment; to the "cultural community" and in the media.
