The humane thing to do would be to not force them to leave their homes and extended families and friends, and to pay them what they'd be paid here, allowing them to share the wealth with their countrymen based on products and services they would now be in a position to pay for locally. That is assuming qualified Americans can't be found, since the Preamble requires government actons "to secure the Blessings of Liberty to ourselves and our Posterity."
