The only way he will cut murders in half is if he is personally responsible for half (or more) of them. Which may be something to check into.
No, Kent, there is another way. It will require him to successfully lobby the city council to set a quota whereby every alternate murder is counted as "misadventure by death" and can therefore be dropped from the murder rate citation.
I intended the above as sarcasm, until I realized that something along those lines is more likely than not. Along with more attacks on those not involved.
