See, that's the problem--there's no bottom limit. There are people in our societies who cannot be trusted with the simplest of things.

I was at a brand new gas station a couple years back--it had opened less than a week earlier. Everything was bright and shiny and I got to the pump and saw some idiot had used his keys to scratch a gang tag into it.

There are people among us who can't even pump gas without being destructive.

And the productive pay the price for it.
