We're the Only Ones Reasonably Violent Enough

Profane, abusive, insulting, taunting, or provoking language directed to a peace officer which may reasonably promote a violent response or reaction shall be deemed a violation of this section, whether accompanying the aforesaid actions or not.
I wonder what the law says about words provoking a reasonable violent response from non-"Only Ones"?

Pournelle's Iron Law of Bureaucracy states that in any bureaucratic organization there will be two kinds of people: those who work to further the actual goals of the organization, and those who work for the organization itself. Examples in education would be teachers who work and sacrifice to teach children, vs. union representative who work to protect any teacher including the most incompetent. The Iron Law states that in all cases, the second type of person will always gain control of the organization, and will always write the rules under which the organization functions.

Now consider that the cops have been a kind of bureaucracy, and certainly attached to larger bureaucratic organizations such as city, county and state governments, for over a century now, and where does that leave us?
