Finland has introduced stricter rules on gun permits, following a school shooting in which 11 people died.And when that doesn't work, they'll pile even more restrictions on.
Handgun permits would no longer be granted to first-time applicants, the interior ministry said.
Instead, they must train for at least a year at a gun club before being allowed to apply for a permit.

Permits? Training? Killers need none of that. Steal or fabricate a firearm, walk up to arm's length of victim, BOOM. Repeat.
It's obvious who this is aimed at.
Looks like the Dansers Macabre are going to win this one.
Did the original set of rules allow school kids to get handgun permits, and to carry them on the school yard? If so, will the new rules now require those school kids to train for a year at a range first, to make sure they can hit they aim at? Did the school killings somehow involve an excess of missed shots at a target range on campus, or unsafe handling, that then led to 11 deaths?
There is NO doubt WHAT the aim is of these new rules - certainly not to prevent future school killings.
Another case of too FEW guns on campus, so of course the logical thing to do is more of it.
