Night of a Thousand Tips

Attorney General J.B. Van Hollen has stated that it is legal in Wisconsin for citizens to carry guns openly in a peaceful manner. However, Chief Flynn is ordering his officers to “take down” citizens, “put them on the ground” and disarm them, and “then decide whether you have a right to carry it.” [More]
Here's more substantiation.

Well, there's only one thing to do, since he is illegally demanding that citizens be arrested under color of authority--send in an anonymous tip demanding his arrest.

Come on people, invest one minute. And let's see if we can't get this idea spread all over.

Let's put his arrogant/elitist "Only One" ass "on the ground."

It has been reported that Milwaukee, WI, Police Chief Ed Flynn has ordered his officers to “take down” citizens, “put them on the ground” and disarm them, and “then decide whether you have a right to carry it.” This is apparently a direct refusal to abide by Attorney General J.B. Van Hollen’s opinion that it is legal in Wisconsin for citizens to carry guns openly in a peaceful manner.

At the very least, orders to this effect would amount to conspiracy to commit the crime of assault (possibly aggravated assault) against law abiding citizens of Wisconsin.

The PD must not be serious about its tip line.

this is now a federal law enforcement concern. We need to be contacting the U.S. Attorney and urge him/her to bring charges against a man who has given orders to his employees to commit armed felony assault on law-abiding citizens.

Or we could just start shooting the felonious assailants until they get the message. I favor the latter course,because I don't trust the federal bitch either.

One other thing, he said "you don't just walk up to a man with a gun and say excuse me sir". Really, does this arrogant sonofabitch think we should all use that policy when police officers are in proximity. Put them on the ground because you don't just walk up to a man with a gun and say "excuse me, sir".

I understand that Chief Flynn has told his officers to ignore the law as outlined by AG VanHollen and ordered them that when they see a citizen peaceably exercising his (State) Constitutional right to carry a pistol openly officers are to 'take down' citizens, 'put them on the ground' and disarm them, and 'then decide whether you have a right to carry it.'

I find it hard to believe that the Chief is ordering his officers to commit felonious assault under color of law or authority, especially since a citizen would be fully within his rights to resist such an assault with force.

On the plus side I am gratified that the city is doing well enough financially that its coffers will survive the millions of dollars that the subsequent lawsuits will cost you.

That should be the standard response to any LEO who is questions your motivation for open carry.

The chief is skating on a sword blade here. One step below "Shoot to kill any armed subject on sight." In a way, I wish he'd go ahead and give THAT order, because then the sorting would begin. I have no doubt that it IS coming because THEY insist on it, tiptoeing right up TO the edge and hovering there. God and angels forbid, but they're talking the talk every day.

I understand that Milwaukee Police Chief Flynn has ordered his officers to perform violent takedowns of Wisconsonians acting within the law and openly carrying firearms. This, despite the state attorney general's ruling that open carry of a firearm is within Wisconsin residents' rights as affirmed by the U.S. and state constitutions.
You are presented with a choice. You can rein in this rogue public official, or federal authorities can be called upon to do so, with the messy and very public investigations of corruption that often follow. For those who ignore the news and social trends, or who get all their news from the mainstream media, it should be understood that gun owners and other freedom advocates are uniting out of necessity in politically perlious times. Messing with one of us is messing with all of us. The import of the situation is such that I am writing you from Virginia, two-thirds of a continent away.
The reverse is also true; Milwaukee law enforcement officers who continue to assault gun owners, whether willingly or "only following orders" in order to keep their jobs, will convince us ordinary citizens to become a stone wall of civil disobedience, making life difficult for anyone who wears the uniform.
There is a social and legal contract between government and governed. Your Chief has declared it null and void. We are no longer afraid to make it mutual, in that losing personal freedom ensured under a painstakingly-wrought Constitution IS losing EVERYTHING.
You have the power and the responsibility. Please do the right thing.

so any officer that did this in direct violation of state law would be committing an armed robbery... they have a gun with them and they are attempting to take property from someone else...

thus it would be legal to use force up to and including deadly force to stop the threat...

David I also think its time to slap a challenge to the ACLU of the Wisconsin area. There's a lot of citizens that are going to be harassed and illegally arrested.

Also Cowboys should organize a class action against Paul Helmke for slander. Perhaps even drunk's also.

This is referring to the comments in the USA today letter.

Having thought about this and wanting to read what other folks had to say before I said anything. I'm "WONDERING" if the head cop is no longer representing law and order and has officially pulled away from legal conduct and is not the head of a criminal gang who willingly is stating they will assault citizens and that's lawful and peaceful citizens. Being said could a family member or a friend step in with deadly force against an unlawful armed attack?
By openly stating that he and his officers are not refusing to uphold their oath and are going to act as agents of their own laws, are then not any different than any other armed criminal that attacks lawful and peaceful citizens?

Every person who, under color of any statute, ordinance, regulation, custom, or usage, of any State or Territory or the District of Columbia, subjects, or causes to be subjected, any citizen of the United States or other person within the jurisdiction thereof to the deprivation of any rights, privileges, or immunities secured by the Constitution and laws, shall be liable to the party injured in an action at law, suit in equity, or other proper proceeding for redress, except that in any action brought against a judicial officer for an act or omission taken in such officer’s judicial capacity, injunctive relief shall not be granted unless a declaratory decree was violated or declaratory relief was unavailable. For the purposes of this section, any Act of Congress applicable exclusively to the District of Columbia shall be considered to be a statute of the District of Columbia.

Make sure to "put him on the ground" when you do it.

The chief is ordering his “troops” to assault, kidnap and steal from people that are doing nothing wrong. The chief and his “troops” are now no better than any Crip, Blood, or MS-13 gangbanger. They are just two-bit thugs with a tin star. They should be dealt with accordingly.

shouldn't citizens of that state be contacting the FBI? Isn't the FBI usually charged with investigating local police?

It seems there is still a problem with the anonymous tip form. I tried using FF and IE. When I loaded the page with IE I got a message that said the page could not fully load because an object was missing; obviously something is wrong with the code, which does not allow anonymous tips to be sent (although since the site sets cookies, one cannot help but wonder if the tips are anonymous...). Look on the top right and you will see the word "if", I suspect that there is some tag spillage which prevents the form working. Whether that is intentional or not is another matter.

Judging from the source, the anonymous tip form is broken. I sent an email to the mayor and council instead.

I understand that Chief Flynn has ordered his officers to ignore the law as outlined by Attorney General VanHollen. He was quoted in USA Today as saying, that if his officers see a citizen peacefully exercising his rights under the State Constitution, "...we'll put them on the ground, take the gun away and then decide whether you have a right to carry it."

This is a dangerous situation for the officer and the citizen. Chief Flynn has effectively ordered his men to forcefully arrest a citizen who has been told by the State Attorney General that open carry is legal. If Chief Flynn disagrees with that assessment he may protest through the proper channels but he does not have any right to act contrary to the law. If he believes he cannot operate within the law then he should resign in favor of someone who can.

The overwhelming majority of legal gun owners are law-abiding and supportive of the police. Actions like what Chief Flynn has ordered will degrade that relationship. Please tell him to stand down and work with the peaceable gun owning community.

"Maybe I'll end up with a protest of cowboys. In the meantime, I've got serious offenders with access to handguns. It's irresponsible to send a message to them that if they just carry it openly no one can bother them."

I sent an email to each of the Council members and the Mayor, using the info provided by Bruce. I also used some of his same text and added my own request that the chief be placed in compliance with state law and their constitution or removed from office immediately.
