Why didn't the 911 operator calmly explain that open carry was legal in Wisconsin, and then inquire if any illegal activity necessitating police response was taking place?

Having someone with their panties in a wad is not probable cause to stop and question anyone.

After reading comments from local residents - like the ones that begin with "they were (fill in blank) - obviously looking for trouble; bullies trying to make others uncomfortable; trying to compensate for the size of their penises; should expect to be stopped and questioned; crazy, unstable, etc; - I'm glad I don't live in that hoplophobe populated state.

Many of the comments began by stating the mindset or casting aspersions on what these people wished to accomplish.

In Arizona, visitors often call the police because someone is carrying a gun. You almost never hear about an arrest in these occurrences. More than likely the harried 911 dispatcher asks them if there was something illegal happening. If the answer is something like "the guys are carrying guns and eating hamburgers" the dispatcher will most likely tell them there's nothing either wrong or illegal about that.

After reading some of the comments, it's clear why this country is in such deep trouble. Many folks actually appear to wish harm on law abiding citizens who carry guns.

We can get creepier. Official press release from the City of Madison:

"...The [disorderly conduct] statute does not require an actual disturbance take place, only that conduct in question is of a type that tends to cause or provoke a disturbance...."

"...Officers should conduct a thorough investigation to determine whether any violations of state statute or city ordinance have occurred. Some of the relevant offenses to consider include..." [emphasis added]

"It is my expectation that MPD officers encountering individuals who are armed with firearms in public places will take a pro-enforcement approach. If the investigation shows probable cause for a violation, the suspect should be arrested or cited."

They're just making it up as they go along. Deliberately seeking or fabricating excuses to destroy people's lives.
