So the new CT laws have a LCM registration rate of 1.5% based on the MINIMUM number estimate. Of course if there are more than the original estimate, the success rate is lower. This means that the new laws have a RESOUNDING FAILURE RATE OF 98.5% or possibly (as in ‘possibly millions more’) far higher.
