If government was doing its job, the militia would have been called up. And before that, Mexico would have been given plenty of reasons, good and bad, to take care of all the problems on its side of the border.

I don't see how this doesn't violate the Posse Comitatus Act. On the other hand, that doesn't apply to the Coast Guard, so they could be a brown water navy on the Rio Grande.
