A New Kind of Gun Exchange

The guns are toys, often look-alike AK-47s or 44-magnums, traded in for other toys at St. Stephen's Academy...It was also a chance for the Save-A-Child organization to photograph and fingerprint children.
And since they're being conditioned to be herd animals, this was also a chance to tag their ears.

And the numbered tatoo goes on the left forearm for the males and the left upper arm for the females. The first two numbers indicate the camp, the second two numbers where the internee came from,and the final three numbers indicate their final disposition. Internees with special skills recieve half rations. Those without,quarter rations.

Sean may not have captured the intent of these useful tools, but he has certainly captured the ultimate use this cataloguing of the livestock will lead to.

They already have a number.
