So I guess the answer lies with "changes made in the training program after the initial failure rates were noticed."

My arithmetic is a little rusty, but that sure looks like $162,708 per person. Seems a mite expensive (and _slow_); maybe they should send them to Gunsite. I think they could get a better deal (about $4500 for three weeks, plus ammo and lodging). My guess is the training would be better also.
