The story is incomplete in the following way: if the richest man declines to show up, the Government will go to his house, drag him to the bar, and force him to pay. If he tries to take his money overseas, the Government will ban such a move. The only way to solve this problem is to throw all the bastards out regularly. Change the Constitution and add term limits on Congress!
I remember when my econ Profs used this example for the first time. It's like a little light went click.
It's a great example of how our system fucks those that contribute the most to it.
