This is offering more of a foundation for states to leave the union. First off its the job of the federal government to secure the border. If the federal government fails at that, it stands to reason they need to help the states cover the cost of dealing with hard core criminals that come across that border.
I have a question that is on topic being this is coming from the Obama group.
