Once the boy was subdued, on the ground, handcuffed, and frisked, raising up his arms only serves to induce pain, possibly dislocating his shoulders. These officers were seeking more than control over him.
Time for the psych evals. Oh wait a minute, this Chicago. Time for commendations.
