More and more these mandarins of all stripes are making the only hope of arresting criminals with badges a case of necessarily arresting their heartbeats.
It appears to be an intentional provocation on their part. I do not think they realize that once they have provoked the public beyond endurance they cannot win, let alone achieve their planned "crackdown" on people who dissent.
