So $100 for a gun buy back and they obviously care about guns being stolen and returned (maybe). So why not offer $100 off coupons for a gun safe?

What a deal. Surrender your privacy and maybe, later, all those guns, get a $5 lock.
Of course it's "voluntary." For now.
