Would those be uncircumsized African men who believe raping a virgin cures AIDS? Or uncircumsized African men buying potions made from the amputated body parts of live albino human beings, considered much good juju by witch doctors?

A metaphor, what they're doing to the taxpayers, who pay for this crap. Maybe we should buy them some nice condoms, too. I hope the goons who carry out this kind of rubbish have an inkling of what Payback Day is going to bring.
