Evidently the Orwellian-named "Merit System Commission" thinks someone who enjoys torturing small, helpless creatures merits special "Only Ones" exceptionalism, and deserves another shot at having official power over lesser creatures...
They must think we'll "take it like a champ."
Thing is, champs win.

They should hire him back -- as a Taser test dummy, employed daily. Twenty-five cents an hour.
You can tell a lot about a person by the way he treats animals, small children and the elderly. You can tell a lot about a society, too, by what it tolerates.
He looks really big and dumb. One of those who needs no weapon to inflict pain. Another reason not to ever surrender ours.
