I'll bet with a launcher and 15 Bird Bombs a person could shut down the whole city. Not that I'm advising anyone to do so.
They'd be pinching loaves if someone were to do what I did as a kid.
You take an M-80 and stick a lit cigarette on it as a timed fuse. Short cigarette, short timer, full length, long timer.
Set those in various places and you're gone to a reasonably remote viewing location to watch the reaction to the noise.
Based on this story, the reaction these days is much better than when I was a teenager (in the sixties).
