According to reports, it is not clear whether the arms shipment to Nigeria was on behalf of the Nigerian government or by private organisations or individuals. The volume of the cache would suggest that the government had something to do with it. But it is disturbing that neither the Ministry of Defence nor the army headquarters has made any categorical statement on the matter.
