What happens when they figure out that a skilled machinist with a file and other simple tools and a piece of metal can make just about anything given enough time?

I am reminded of the story of the Israeli kibbutz laundry room that disguised the ammunition manufacturing facility beneath in a below ground room during Israel war of independence from the U.K. The ability to work metal under less than optimum conditions is essential.
