What am I missing?  Why wouldn't they give him the real thing?

From my plain reading of the article (dangrous, I know), the implication is that his unit as a whole was awarded a single medal. The original medal would likely be displayed in a building used by the original unit, or in a shrine dedicated to the unit.

If your question was meant to ask why the original couldn't be obtained and re-presented, well, that's a good question for which I don't have an answer.
