My theory is that the Bernhard Goetz ("Subway Vigilante") case in NYC is what caused Florida to act on concealed carry, because the Goetz case provoked debate in the entire US on violent crime and the response to it by law-abiding citizens.

He claimed that 24 years on “death row” was cruel and unusual punishment. Perhaps he thought that the court system should have tried, judged and executed people as quickly as he did.
