The guy is at least confused. Connecticut has had registration for a long time, at least for any firearm purchased through an FFL (which he admits at least two of his firearms were purchased through).
The scanning of license plates showing guns owned is most likely not true. But an officer can call DESPP and request the information, they usually obtain it before a warrant or domestic call, but can request through your pistol permit. Some towns also compile and archive their own information since our registration paperwork gets sent to both the state and the resident's town.
The form with the 'two week wait period' he is talking about is the Connecticut DPS-3. More proof he bought through an FFL. This also means that he doesn't have a pistol permit or hunting license.
The whole letter reeks of BS, tactical omissions or at least broad embellishment. The 'connections' that are implied are very far in tin-foil hat territory as well and the author provides no substantial link.
As for the healthcare stuff? I smell BS, but I am not up on healthcare practices, so I wouldn't know for sure.
