Ruthless, cynical users like this are devoid of of ethics and decency. I don't believe there is anything they wouldn't do. I think they would not only follow orders, they'd get off on the power.
Why would anyone but a tyrant or a scoundrel want to even know such morally defective creatures, let alone employ them?

When members of such government organizations that were supposed to have been established to prevent crime are themselves the ones committing and increasing crime, it must be safe to say that such government has become destructive to its original end.
