Discard the "shall issue" vs. "may issue" arguments. Massachusetts should look to neighboring Vermont, which does not require any state-issued license or permit to acquire, carry concealed, or keep in the home any pistol, revolver, rifle or shotgun. A Chief of Police in any Massachusetts city or town does not have the ability to predict whether any individual will commit an illegal act, and the Massachusetts Legislature should not assume that they do possess this ability. Usage of weapons to commit violence would continue to be prohibited and subject to arrest. I would feel much safer and be much safer in Vermont now than in neighboring western Massachusetts, New York, or even New Hampshire.
