From a technical standpoint, there doesn't appear to be the required coding on either button. When the form was uploaded, it lost its requisite macros, and no HTML has been substituted to give it that functionality. Oversight yes, malicious intent probably not.

So if not intentional deliberate indifference, it's incompetence? Either one is unacceptable for a government office that exists for the sole purpose of ensuring "public integrity," unless they mean they're going to require it of us only...
