Firearms carry ban struck down in D.C.

“In light of Heller, McDonald, and their progeny, there is no longer any basis on which this Court can conclude that the District of Columbia’s total ban on the public carrying of ready-to-use handguns outside the home is constitutional under any level of scrutiny,” Senior Judge Frederick J. What's to prevent DC from adopting is license scam like NJ's 'shall issue, upon proving justifiable need' nonsense, which is supported by the courts due to 'public safety'? If that happens, then is victory is a sham...

I'm under the impression that the judge's ruling requires shall issue, much like the 7th Circuit did for Illinois, though I haven't read the entire ruling. There also reports that DC's police chief issued an order to not arrest out of town CCW holders who carry but I'd have to see the order in writing to believe it.
