Inmates running the asylum...
A friend of mine had an idea about how to deal with RIFs attacking American civilians. Publish a list of the 50 most holy sites in Islam and explain that every time an American journalist is beheaded or an embassy is bombed, we will destroy one site, starting with #50 and working our way up.
Personally I would suggest 'dusting' with radioactives (10-year half-life or so) or a nice long lasting nerve agent rather than destroying them outright, but I think after the 3rd or 4th such reprisal strike we could expect various security forces to suddenly become much more adept at finding and eliminating the RIFs who have been so elusive so far.
